VietNamNet opens public forum about administrative formalities

Vietnamese people have a popular play on the words “hanh chinh” (administrative works): “hanh la chinh” (making trouble is the top priority). This reflects popular opinion about administrative formalities in Vietnam.

Administrative formalities are necessary to operate a society, but in Vietnam the numbers of administrative formalities are uncountable at many ministries and government agencies.

Unnecessary and troublesome formalities not only make trouble for citizens but also officials and they facilitate red-tape, bureaucracy and corruption. When he assumed office, Prime Minister Nguyen Tan Dung stated he would focus efforts on administrative reforms, through a project called “Project 30”.

This administrative formality simplification project has passed the first phase, the compilation of statistics of administrative formalities in each ministry and province. For the second phase, the government has instructed ministries and provinces to simplify at least 30 percent of the number of administrative formalities compared to the current level.

People expect that this project will make a break-through in administrative reforms. However, implementing administrative reforms will affect the interests of many people. There are many formalities that are useless for people but useful for ministries, sectors, local authorities and officials.

At a press conference in August, the chairman of the Government’s office and the chief of the administrative reform project Nguyen Xuan Phuc called for people to join with authorities to discover unsuitable formalities and control the implementation of administrative reforms at ministries and government agencies through the media.

VietNamNet has opened a public forum entitled “Joining hands to reject absurd administrative formalities” for people to report unnecessary and troublesome formalities and the implementation of administrative reforms by grassroots authorities. Reader opinions will be published in VietNamNet newspaper and sent to the Prime Minister’s administrative reform working group.

From now on, VietNamNet will regularly publish the opinions and reports of experts and readers about administrative formalities.
