Ministry preps regulations requirements for IT sector
The Ministry of Information and Communications (MIC) said it would draft a decree to regulate operational requirements and procedures for firms providing IT services.

There is currently a lack of guidelines for implementing existing IT laws; the country has not issued regulations for businesses providing IT services, consultation on IT projects or IT security services.
Nguyen Trong Duong, Deputy director of the IT Department under MIC, said the draft decree would focus on mapping out policies to help the IT industry grow in the future.
Besides the creation of a healthy competitive climate between domestic and foreign businesses, the draft decree, which is slated to be submitted to the Government at the end of this year, will also mention measures to boost the usage of IT services in State-owned bodies.
Measures to gradually eliminate firms, which had been previously licensed to provide IT services but were for some reason not doing so, would also be included in the decree, Duong said.
Viet Nam currently has about 10,000 firms licensed to provide IT services; however, only about a third are operating.
Duong said IT services often accounted for a large part in total turnover of IT industry in other countries, but it remained insignificant in Viet Nam. IT services last year reached a modest turnover of only US$2 billion.
